  1. SUMMARY OF APPLICATION

  1. APPLICANT:
    LEE COUNTY BOARD OF COUNTY COMMISSIONERS
    REPRESENTED BY LEE COUNTY DIVISION OF PLANNING

  2. REQUEST:
    Reevaluate the allocations of Table 1(b), Planning Community Year 2020 Allocations, for consistency with existing and approved developments. Create and modify Map 16 "Planning Communities" to acknowledge the incorporation of Bonita Springs and the planning efforts of specific communities. This amendment was originally initiated in the 1999/2000 cycle and tabled to the 2000/2001 cycle.

  1. STAFF RECOMMENDATION AND FINDINGS OF FACT SUMMARY

  1. RECOMMENDATION:

Planning staff recommends the Board of County Commissioners transmit the proposed amendment to table 1(b) and Map 16. Staff recommends that Map 16, the Planning Communities Map, be amended to include two new communities (Bayshore and Estero) and modified to reflect the incorporated boundaries of the City of Bonita Springs, Future Land Use Map amendments, and annexations by the City of Fort Myers. Staff also recommends that Table 1(b) be revised as depicted in Attachment 1 of this report to reflect the changes in the community boundaries and to respond to changes in development patterns. 

  1. BASIS AND RECOMMENDED FINDINGS OF FACT:

  • There is a need to create two new Planning Communities to depict the “grass roots” planning efforts of these communities.

  • The incorporation of the City of Bonita Springs has created disconnected areas within the Bonita Springs Community. The areas remain in unincorporated Lee County. 

  • The City of Bonita Springs incorporation included property outside of the existing Bonita Springs Planning Community.

  • Future Land Use Map changes has altered the anticipated future development of areas making them more homogeneous to bordering communities.

  • To maintain consistency with the Port Authority’s expansion plans for the International Airport, changes to the planning communities’ boundaries are required.

  • The creation of the Conservation 2020 Land Acquisition Program and its subsequent land purchases has limited the potential development on these properties. 

  • Market shifts and changes in development patterns have occurred requiring alterations in the allocation of residential uses.
