Since new Flood Insurance Rate Maps
(FIRM) became effective Aug. 28, the Lee County Department of Community
Development has received many inquiries about the process for a Letter of Map
Revision. The LOMR is an application to the Federal Emergency Management Agency
to remove a structure or a parcel from the Special Flood Hazard Area or a
regulatory floodway. Here is important information about the LOMR application
process:
Jurisdiction
– The Letter of Map Revision requires a Community Acknowledgment Form signed by
the floodplain coordinator of the municipality that governs the parcel. For
property in unincorporated Lee County, that person is Bob Stewart. Deliver
complete LOMR applications to the second floor of the Lee County Community
Development/Public Works Center at 1500 Monroe St., Fort Myers.
Community Identification
– The identification number for unincorporated Lee County is 125124. This
number differs in other Lee municipalities.
Fill/Natural Grade
– The first FIRM maps for unincorporated Lee County were drafted in 1984.
Anything constructed on fill after 1984 requires a LOMR. Anything constructed
prior to 1984 and any structure that was not elevated by fill, whether brought
from another site or moved from elsewhere on the same site, is eligible for a
Letter of Map Amendment (LOMA). The LOMA does not require the signature of the
local floodplain coordinator or local review. To learn more about the LOMR/LOMA,

Look up flood zone status
– To look up the flood zone and elevation requirement for parcels in
unincorporated Lee County, go to

Additional mine
applications are ready
In accordance with Chapter 12 of the Land
Development Code, which deals with resource extraction requirements adopted in
September by Lee County Commissioners, the following mining-related
applications have been created and are now posted online at

Lee County government, including the
Department of Community Development offices at 1500 Monroe St. and 1825 Hendry
St. in Fort Myers, will be closed Thursday, Nov. 27 and Friday, Nov. 28, for the
Thanksgiving holiday.

Renew competency certificate; avoid rising fees
Renewal of Certificates of Competency for contractors
doing business in Lee County is under way. Those who missed the Sept. 30
deadline will face late fees that increase monthly through March 31, 2009.
At
http://lee-county.com/dcd/ContractorLicensing.htm, renewals can be done
easily online. You will need current certificates of insurance for general
liability and for Workers Compensation, or an exemption.
The fees for renewal in November are $37.40 for a
journeyman, $110 for all trades, and $120 for general, building and residential
contractors. Make checks payable to the Lee County Board of County
Commissioners.
If your certificate of competency is not renewed or
placed on voluntary inactive status by March 31, 2009, it will expire. The fee
for putting a certificate on voluntary inactive status is $18. Expired
certificates require re-filing and approval by the Contractor Licensing Board to
renew.

October permit report
During October, Lee County Community Development issued
permits for 30 single-family homes valued at $14.9 million to be built in
unincorporated Lee County. In September, the number of permits tied the
previous low of 32, which was first set in December 2007.
In comparison, there were 70 single-family homes
permitted in October 2007.
The value of the homes permitted in October was up 69
percent from September’s $8.8 million. This was due primarily to one home valued
at $3.8 million and another valued at $1.6 million.
There were 52 multi-family units permitted in
unincorporated Lee County during October, compared to six the previous month and
30 in October 2007.
Permits were issued for 10 new commercial buildings
valued at $3.8 million in unincorporated Lee County, compared to $3.2 million
the previous month. In October 2007, newly permitted commercial buildings were
