Retirement Plan

The retirement plan is fully paid by the State of Florida with no contribution required by the employee. The employee is vested in six years and eligible for these benefits. An employee with 30 years of service, at any age, will receive a benefit of 48% of their average salary of their 5 highest paid years with the State of Florida.

Additional retirement programs include a tax deferred compensation program which is contributed to by the employee only (the employee may contribute up to 25% of their salary, up to $8000. per year) and the Deferred Option Retirement Program . This program is limited to employees who are eligible to retire and choose the option of working for up 60 additional months. This will generate another separate retirement program.

Classifications

Classification is the process by which specific local job needs are identified, analyzed and defined within the established framework of statewide position classifications defined by the Florida Department of Management Services (DMS).

Recruitment

The recruitment process for a specific job is generally done through an open competitive position announcement on the internet. However, there are a few instances in which a new vacancy is filled internally.

These internal placements are due to:

Reassignments: when a current employee of the same pay grade requests the assignment and is approved by the hiring authority. In these situations, no pay increase is granted.

Demotions: when a current employee of a higher pay grade requests the assignment and is approved by the hiring authority. This usually involves a decrease in responsibility and pay.

Recalls: when an employee who was laid off is offered the current vacancy.

Generally all positions are advertised. This is required for all actions including the promotions of current employees.

Job Advertisements can be either:

Career Service: meaning that the applicant must be a current employee of any Department of the State of Florida (Florida only).

Open/Competitive: meaning that anyone may apply.

Internal: meaning that the employee must currently be an employee of the Florida Department of Health.

Interviewing

This Department is fortunate in receiving multiple applications for all advertised positions. Not all positions can be advertised.

Those who are selected for interview are done so by an impartial process based on the knowledge, skills and abilities listed on the application.

Prior to receiving the applications, the hiring authority defines the current vacancy in terms of the knowledge, skills and abilities (KSAs) required in order to successfully perform the job assignment. The applicants who most closely matches these KSAs will be interviewed.

The interviews are conducted by a panel of employees led by the hiring supervisor. All interviewees are ask the same questions and the final opinion of the panel is based on both the answers gives and the positive references of past employers.

Hiring

The successful applicant will be contacted by telephone soon after the interviews are completed and references have been checked. The applicant will be asked if they accept the conditions of the job and will be ask to give an employment start date.

Following the approval of the Director, the applicant will be formally offered the job. Written confirmation of the job offer will be mailed to the successful applicant, and all other applicants, interviewed or not, will receive a letter listing the name of the individual hired.

Payroll

Within the first biweekly pay cycle, the new employee will be enrolled in any insurance benefits chosen.

The State of Florida requires direct deposit of the pay warrant. The new employee has six months to open an account if they do not currently have one.

Timesheets are prepared by all employees and approved by the supervisor on a biweekly schedule. The pay cycle begins on a Friday. Pay warrants are distributed on alternate Fridays (26 pay checks per year).

Performance Appraisals

The employee is initially provided with their position description and a separate Standard of Achievement form which outline the specific key functions to be accomplished.

The employee is encouraged to discuss these expectations with the supervisor whenever problems arise.

New employees are evaluated by these standards during the one year probationary period. If they have successfully achieved these standards, permanent status is recommended.

After the initial probationary period, employees are evaluated on an annual basis. All promotions require an additional probationary period of one year.
