The Division of Health Awareness and Tobacco addresses tobacco prevention through 6 components:

Community Partnerships promote tobacco control at the local level by uniting dedicated community members and local youth (SWAT – Students Working Against Tobacco) in a collaborative and coordinated effort in the support of: advocacy and reform, intervention and prevention activities and youth programs.
Youth Development seeks to give youth a viable voice in working within local partnerships to lead the fight against tobacco use and manipulation by tobacco companies. This is accomplished through SWAT organizations located throughout the state.
Diversity Initiatives include the successful integration of cultural competence throughout all activities and initiatives.
Education and Training addresses youth tobacco prevention and intervention through the selection, development and implementation of effective tobacco education programs in grades K-12, after-school programs and alternative settings.
Marketing and Communications focuses on a campaign aimed at creating and promoting messages and images that will inspire a youth movement against tobacco use and help empower young people to live tobacco free.
Evaluation and Research feeds information on the progress and impact of every program activity to the other components, allowing program planners to continually improve their efforts and make sure program goals are met.

The three Goals of the Division of Health Awareness and Tobacco are:
Goal 1: PREVENT: Prevent initiation of tobacco use
Goal 2: REDUCE: Reduce tobacco Use
Goal 3: PROTECT: Protect from exposure to environmental tobacco smoke
